Public Schools are built and staffed using tax dollars. So if you are only referring to public schools the answer is stupidly simple. Greedy politicians and budget cuts. Put all the greedy twits in jail (or under if they prefer) and divy up their wealth to all school employees. Collect 1.9% back from their pay to pay for improvements, buses, and bus drivers. All activities after school have yo be independently funded. Businesses advertise all the time to help fund high school football.
