What does “I hope you don’t mind me reaching out” mean?

I would say it was an overly polite way to open a conversation. From that i would assume she has either never messaged you before or hasn't in a long time. She is either nervous about texting you or not completely comfortable for one reason or another.


So the opposite would be if she opened with "hey foo' i'm taking a wicked number two right now." That would imply she is extremely comfortable approaching you.

The context of her opening statement depends on the subject of what she said after that.
You have provided no details, therefore, one cannot conclude.

with that said.. there were girls i werent interested in and went on being kind enough to converse. they assumed i was interested, and i messed up by being polite. and the years went on .. and then they popped the question. .why i never asked them out.. and bluh.. i was like . tried to let them down a little by saying .. oh i thought we were friends?

let em down hard and fast.. save the years of misunderstanding.

People take me the wrong way as well. I mean i hugged a guy and he hugged me back anf then started tapping my back futher and futher down so he was tapping me on the bum. This person had a learning disability but.. i dunno.... guys do misunderstand.

I sent a message to my ex fiance saying i wa proud of him for him being in progree of becoming a medic because he always lacked confidence. I said i never thought u wus go for it but u havr! And said well done. Then he unfriended me and blocked me on pm.
