Actually, doesn't the idiom imply the opposite? Rats represent the masses, abandoning ship at the first sign of sinking by instinct of self preservation, whereas the captain goes down with it.

Years ago I read an autobiography of Errol Flynn where he mentioned the sheep castration bit when he lived in Australia.
